San José, Costa Rica, October 14, 2025 – The Ministry of Science, Innovation, Technology, and Telecommunications (MICITT) and the Latin American Advanced Networks Cooperation (RedCLARA) have signed a Memorandum of Understanding (MoU) marking a new step in digital cooperation and advancing Costa Rica’s integration into BELLA II, the project that promotes connectivity, innovation, and scientific collaboration between Europe and Latin America and the Caribbean.

Out of a total of 13 registered initiatives, nine projects from Colombia, Ecuador, Mexico, Bolivia, Brazil, and Guatemala advanced to the active phase of the BELLA II Early Adopters Blockchain Program, organized by RedCLARA and LNet. The program aims to promote the adoption of public-permissioned blockchain-based solutions across the academic, scientific, governmental, and entrepreneurial ecosystems in Latin America and the Caribbean.

The Cyberbridges Series: Connecting the Americas for a Safer Research Future will hold its second meeting on October 21. This free webinar is an initiative organized by RedCLARA, with the participation of LAC4, and it is part of the activities for Cybersecurity Month 2025.

Latin America and the Caribbean are rapidly advancing in the adoption of artificial intelligence (AI), although the region still faces major challenges related to investment, talent development, and governance, according to the third edition of the Latin American Artificial Intelligence Index (ILIA 2025), presented by the Economic Commission for Latin America and the Caribbean (ECLAC) and the National Center for Artificial Intelligence of Chile (CENIA).

Deepfakes (AI-generated audiovisual content that realistically reproduces faces, voices, and movements) have become the new face of digital deception. The term combines "deep learning" and "fake," reflecting the sophistication of these increasingly hard-to-detect falsifications. When combined with social engineering tactics, this technology forms a “perfect attack.” According to Entrust’s Identity Fraud Report 2025, digital identity fraud increased by 42% compared to the previous year, with generative AI involved in one out of every three incidents. Recent studies warn that deepfakes can distort public perception and create a false sense of trust, putting both individuals and institutions at risk.

From September 22 to 26, the Latin American Conference on High Performance Computing (CARLA 2025) took place in Kingston, Jamaica. Since 2014, this international event has brought together the High Performance Computing (HPC) community from Latin America and around the world to share advances, ideas, and applications in the field.
