The pandemic took us to implement new ways of working and collaborating. Specifically, in the context of the Latin American Higher Education Institutions (HEIs), this change posed major challenges for the information and communication technology departments. In order to know these challenges and the solutions implemented in each case, we invite you to participate in the 3rd Study of “Governance Maturity of Information and Communication Technologies in Higher Education Institutions in Latin America”.

The University of Aysén, the Atacama Astronomical Park Foundation and the Chilean Institute of Law and Technology are the newest members of the Chilean advanced network REUNA, also accessing the benefits offered by RedCLARA to their associated national networks. The agreements for the entry of organizations into the Chilean network were signed during the second semester of 2020 and aim, through cooperation and joint initiatives, to promote innovation and the development of the science, technology and higher education ecosystem in Chile.

TICAL and the e-Science Meeting were held online and with great participation between August 31 and September 3, 2020. During the events 18 papers submitted to the open call and selected by the Evaluation and Programme Committees, were presented in the different parallel sessions. This Book of Proceedings compiles these papers and groups them according to the lines of work that formed the theme of the Conference: “The Digital Route of an Intelligent University”.

The document, which will be implemented over the next two years, contains 39 objectives classified in 8 areas of action and a section related to the pandemic and economic recovery, and was approved in the framework of the VII Ministerial Conference on the Information Society of Latin America and the Caribbean, organized online by ECLAC and the Government of Ecuador. Of maximum relevance for the Latin American National Research and Education Networks and for RedCLARA, is objective 5, where the importance of “the strengthening or creation of specialized digital and connectivity infrastructure to boost education, science and technology in the region” is highlighted.
